Here's the update, I did receive a call as well as an e-mail from Johnathan Karch and 3-R did make a slight miscalculation,
"Your charged shipping was an error that is normally caught before a card is charged, but yours, as you know, was missed. Audrey in accounting is crediting your card $17.40 as for international orders shipping is exact plus $5 USD for handling. This makes your shipping $11.60 on the last order."
I do appreciate 3-R getting back to me, I guess I did not realize that "International" shipping to Canada carried an extra $5.00 charge. I just did not want to leave this hanging on the note that was expressed. Regards. Bert.

yes INTERNATIONAL shipping...its further to California than it is to Alberta and if there is a cost for postage to Canada it isn't the amount that they charge....very sad.....

Feel your pain!! Pretty much exactly same thing happened here! I bitched enough that they refunded part of my money! Ask me if I'd use them again, and I'd bet my answer will be the same as yours!!

Thats why I try to wait till I go down there to relatives or friends. Or have someone I know bring it back. It is a rip off living here sometimes. Just look at gas prices, and we make the stuff!
