Hunting in france is democratic and not democratic ... that means that if you have your family in the place even you're living in south pole it's will be easy to gon in and hunt for cheap in what you can call "VILLAGE PUBLIC LAND"
after that they are in most of those plublic land much more hunter than Roe deer tags so you have to wait your turn ... or eventually to buy one when it's possible, it's what i did this year for 100 USD and i was alone no outfiter or guide, this village was the one of my grand father
Or we organise our hunt with a calendar ... wiating for your turn to get the tag , rifle and bow are mixed together no difference
In some place with a lot of games each hunter of the village can have a tag and the best you can do is to be invited by one of this guy !!!
you can choose also to go to private fence place but it's EXPENSIVE
i' know a very good national forest for Corsicam ram / Roe Deer / true russian wild boar near the town of Aix en Provence south of france whera they also bring you to other moutain close by for red stag or Chamois / free range only !

Here on the west coast (California) we suffer the same hot conditions during the deer season (July/August)... makes for some pretty tough hunting....
