Where can i purchase some decent tapered cedar shafts?

If you have trouble finding the tapered shafting and because "decent" Cedar shafts are hard to come by period, I would offer that Rod Kelley (406)756-5885 has some extremely fine parallel Cedar shafting. Getting it tapered should be easy enough.

Kustom King started out selling tapered shafts, they have been around at least 30 years so they must be doing something right

Talk to Ted at Raptor Archery, he doesn't get his shafts from the common suppliers. He has an independant mill that turns out very nice, high quality shafts for him.
