TradTech Trident riser now on sale for $240.  TradTech Black Max 2 limbs for $160, puts you right at $400.  The riser is available in both LH and RH.  I own this bow and limbs.  Not my #1 bow and limbs, but they are keepers; wouldn't hesitate to recommend them.

If you are interested in having something custom built with both wood and G-10, i can accommodate you.... But my price will exceed your $400 budget.

I have a LH Rossing riser that needs a new home.
Bubinga, 19"  $300.00 + shipping. Limbs are cheap for startups.
