Sharpen them and shoot them is my best advise. You could also take them to a shop and have them sandblasted and patina them for some amazing looking rust proof broadheads. If you don't want to sandblast them shoot then into a sand bank for practice and after a few days of practice they will be down to bare metal and ready for a patina.

Soak them for a few days in common white vinegar.  It will take the rust off without removing any of the metal. When you take them out of the vinegar use an old tooth brush to scrub off any loose rust residue. Then rinse them right away in clean water, dry, and spray with WD40, etc.

Get some fine sand and make a broadhead pit, practice with them and let the sand do it's trick

Yup, shoot them into sand.  They will shine after a bit.  If you don't have a place to do that, fill a length of tube ( PVC ? ) with sand and just sit and watch TV while you "churn butter".

I've used a wire brush, then spray painted them , filed the paint off the edges and they looked like new.

He sure does! The vinigar will create the patina. Will look better if all paint is removed first.
Here is how vinigar does the patina.
