Tuning new bow

Working on tuning a new bow. Am shooting bullet holes at 6' paper tuning but when I take same set up to bare shaft does not show well tuned. Would you stay with the paper or work the bare shaft to perfection?

I'm a bareshaft tuner. The results have always gave me a great flying broadhead set up once the arrow was bareshafted with similar weight field tip. Not sure how papertuning works with trad bows...

I'm a paper tuner. I have always had great success paper tuning. Try again about 15' from the paper. If still getting bullet holes, then compare field points to broadheads. If they both impact in the same place, you should be good to go!
