Go to Harbor Freight and get one of the mini cut off saws, or if you have a dremel tool, rig up a jig to keep it square and use a cutoff blade.

A dremel tool will work for aluminum and carbon.

I use a mitre saw with a finish cut carbide blade in it.  I just go really slow and wear a dust mask.   Use it for wood and carbon.  For aluminum I use a tubing cutter.  Probably not the best tools for the job and some may argue against them but I have had nothing but great results.

It's been awhile since I looked on YouTube,  but it showed how to build a cheaper arrow saw.

For years I used a Xacto miter box and saw. Used to be about $12 for the kit. Came with a fine blade I used for aluminum shafts. It will work with the wood saw blade for carbons. I always scored around the whole shaft before cutting through to prevent the carbon from splintering.
That got to slow and tedious so I got one of those cutoff saws from fleabay. $25 bucks with a spare blade. All I use now.

Yep. Go get the Mini Cut-off saw from Harbor Freight. About $25.
