What I did for the kids and now the grand kids is make a small soft leather quiver 20" long piece of leather and as wide as hockey puck sized cardboard tube. I experimented where the strap needed be, since kids arrows, cedars, need to be left pretty long to fly good. 18" finished length with the typical cross weave pattern, the normal laced bottom with a piece of sole leather to stiffen it, an inch of lap at the top. The difference was a line of holes for the shoulder strap, to allow the quiver to be put at any size and height that would work and most important a quiver length aluminum target arrow in the cross weave to keep the thing straight and not collapsed around their little shoulder and back. I found if a kid can see where the arrow needs to go they are less likely to start to struggle and risk poking themselves in the eye with the arrow. I still think the nock of an arrow that is stuck in the target is one of the most dangerous things for little ones. They tend to run up to the target and miss gauge how far arrows are sticking out at their eye level. You need to be the first one at the target, I have had to stop kids a number of times in their tracks to keep them from running into the arrows.
