Need more info; are you a gap or point of aim shooter (i.e., do you hold and actually use an "aiming" system), or do you shoot instinctively?  Target panic usually comes with aiming systems; compound shooters have real problems with it.  Without knowing, I would suggest standing in front of a bag, with no aiming point on the bag, and shooting at point blank range for a while.  This will allow you to go through the shot routine without the mental "pressure" of hitting anything.  When you have done this for a while (a week or two), then start shooting at big targets at close range, and focus on the mechanics of the shot, rather than trying to hit.  This usually helps, but milage may vary.  Good luck.

Practice drawing, aiming, and anchoring from five yards. Count to five. Dont shoot. Ease down, and repeat ten times. Do this for a few days, then take a shot. This process was gleamed from one of the threads on here, and it helped me tremendously. Now I just need to tweak my form/anchor ever so slighlty...Hope this helps.
