Sort of, but you should understand the reasons why.
I'll answer this for a RH shooter, since that's what I'm used to, and you can just figure the opposite.
When I hold the bow vertically, as a RH shooter, with my head also in a vertical position, the chances are my right (and hopefully dominant) eye is to the left of the arrow. When I'm shooting instinctively, the chances are I'll miss to the left, until my mind reprograms and compensates for my eye being to the left of the arrow.
When I cant my bow slightly, and cant my head to match the cant of the bow, it moves my eye over the arrow. This will tend to move the point of impact to the right. When I look at the flight of the arrow, rather than seeming to fly from right to left, it seems to fly straight at the target.
If I cant my bow more, and cant my head more to match the cant of the bow, my eye might move over to the right of the arrow, causing misses to the right. The arrow will seem to fly from left to right toward the target.
For me, the secret is to try to keep my eye over the arrow, regardless of the cant of my bow. This is hard for me to do when the bow is vertical without the string getting in my way.
If you add a thicker strike plate to your riser, it can cause your point of impact to move to the right or to the left. Adding a soft strike plate will usually cause the point of impact to move to the right (for a RH shooter), since the soft strike plate absorbs the force of the arrow shaft rebounding against it. Adding a stiff strike plate will generally cause the point of impact to move to the left, as the arrow will be pointed more to the left, and the shaft will rebound to the left off the stiff strike plate.
