Most people use the front of the riser. Technically, I think it is supposed to be 1 3/4 inches forward of the deepest part of the grip, but the front of the riser will be close enough.
Normally you can figure about 3 pounds per inch, so you'd be around 48 @ 29. My 45 pound Black Bear shoots great with 2016's and 125 gr. heads at my 28" draw. You may want to go with 2018's if you are planning on using 145 gr heads. Your Bear bow is cut to center, so it will be pretty forgiving of spine. That being the case, you may want to err on the stiff side.
