Are you asking about Erwin Ketzler. Five time NFA champion 1950-1955. Passed away October 2000.

Not sure what the serial number indicates,but I believe Ketzler bows were made by Ken Ketzler,who was related to 5 time National Champion Erwin Ketzler.I believe the Ketzlers were from the Flint,Michigan area.Ken was a brother or cousin to Erwin,forgot which one it was.That's about all I can tell you.
