Original high speed cutoff tool?

I think that is what this is.  Found in a box of old archery stuff.  I just picked up a ton of old arrow making supplies and this was in there.
 
 
 
Has a crank on the side and a cut off wheel with adjustable roller bearings to tighten up on the arrow with the T screw out front.  
Anyone ever see one of these before?  Any value?  Anyone want it?

It might be a knurling tool for field and target tips
