what is the suggested starting point for the brace height for 1970 B riser with #1 limbs

That BH will work for # 3 limbs as well. I use 7 5/8 on all Bear bow setups I have.

If it is Grayling limbs you can brace those upp to 8 1/2 or so. The old catalogs say lenght of bow strung 57 inches and that is about 8 1/2 brace.
I shoot mine at 8 1/4, that is Grayling limbs #1 with the B riser. And my new #3 bubinga limbs  with A riser at 7 1/2 with dacron string.
