jagged pattern on top of blade ?

I am new to making knives and am working on one right now that I would like to add that cool looking jagged and and rounded off gouges I see on the tops of so many knife blades posted here. What is the best way to do this ?

Round files, round stone and a dremel, square file, 3 side file and or a knife file for the sharp corner accent work.  Your imagination is the limit.
