I've never seen one before, but it's definitely some kind of shear. A guillotine for steel?

I think they used those for torture in the middle ages.
When the last deer disappears into the morning mist,
When the last elk vanishes from the hills,
When the last buffalo falls on the plains,
I will hunt mice for I am a hunter and I must have my freedom.

That's in pretty good shape! Wish I still had mine, let it go waaaay too cheap, had wheels and everything. Prett hard on the back, so we had to take turns.   Any idea how much to ship to Ontario, Canada, disassembled of course.  Thanx,...Lloyd
