Browning Backpacker Problems

I recently acquired a Browning Backpacker II and have been met with several issues that I have delt with one by one. First I noticed the upper limb tiller was way too much it was 1.25 to 1.5" more tham lower limb. The serial numbers matched each other (but not the number on the bow) but they were completely different in shape both in limb profile and in how they bent when strung. I reworked the lower limb until it was within .250" less than upper ( within what I believe to be acceptable range)and  now bends almost exactly like the upper limb. I think I only lost 1 to 2 lbs in draw weight (if that much).
Next problem was with noise, I am having trouble getting it to wisper range but I think I will eventually get it acceptably quiet by experimenting with various materials between limbs and riser under bolts.
Now I have a real problem with the finish. After shooting several dozen arrows today  (Here I will add that this thing is a great and very accurate shooter with the longest smoothest non stacking draw at my 30" draw) The finish has begun to flake off big time in the  working part of the upper limb (belly). The finish appears to be about 15/1000" thick and leaves bare unfinished glass exposed. I have never seen such thick clear finish on a bow before an I think it might be an epoxy finish. I have stabilized it with AC glue so it doesn't peel any more.The finish is fine elswhere. I wanted to hunt this bow this year and would like to repair this finish without doing a major strip and refinish job right now. Does anyone have any experience  and suggestions with touching up a peeling finish on a Browning Backpacker???
