Applying snake skin backing

What type of glue would I use to apply a snake skin and can it be glued over a fiberglass tape and elmers glue backing?

or TBIII and yes it can be glued over the Elmer's glue.

I've used elmers.But never on fiberglass.So I'd go with PAT.
