can a bowyer glue on heel to the grip after the bow has been built? i don't build bows so i don't know.

Yes, you can add some heel to the handle at any time. Cut the wood to near final dimensions, rough the surfaces and glue it on. Another nice way is to use layers of super glue soaked leather, this looks really cool after shaped and sanded.
