Postive tiller means that ( Like Pat said ) the lower limb is slightly stronger. To check if the tiller is positive you measure the distance from the upper and lower end of the riser to the string ( same distance from the center of the bow )...
... if the lower limb is stronger it will bend less than the upper. Therefore if you have a 'positive tiller' the distance at the upper end of the riser will be bigger than at the lower end of the riser. Usually the difference will be somewhere between 1/4" and 1/8".
