Would cedar be alright to use in handle? A small strip in the middle of the handle not where the fades run into the belly?

Yeah I'm pretty sure it would be fine.  I seen a bow the other day that had red cedar lams under the glass.  Really pretty

I have used it in risers with no problems, actually cedar is one of my favorite woods aesthetically so I use it quite often. Have a riser now  ready for a bow that I trapped it with maple, beautiful!
