limb twist develops while tillering

One of the limbs on an osage bow I am tillering has developed a bit of a propeller twist to the outer 1/3 of the limb. Is this because there was too much taken off one side of that limb? Do I just continue to tiller by taking wood off the other side of that limb to allow it be bend more evenly?
Isaiah 49:2...he made me a polished arrow and concealed me in his quiver.

Thanks, this is what I thought..just wanted to check with the experts.
