It depends on your arrow length, arrow weight, your form, your release, your bow etc. Lots of variables.

http://www.bowmaker.net/index2.htm Once you get an arrow close to matched you can raise or lower your brace height to fine tune. I like to do this without anything (silencers/catwhiskers/wool/fur strips) on the string so you can easily tell when the string makes less noise when loosing an arrow. There will be a sweet spot and with practice you'll be able to find it pretty quick. Then add silencers to your string if you still have some noise.
As far as arrow flight you'll tune both axis, in simple terms you want your arrow to fly straight even without feathers so yes I recommend bareshaft tuning as an easy way to see results.
