tiller question on an owl bow...

I just got my hands on a used Owl bow. It's a nice little 63" Hickory flat bow with sinew backing. Upon stringing it up, I noticed that the lower limb was bending substantially more than the upper, about 1/2" more than the upper. I worked the limbs a few times and shot a few arrows through it.  After a quick nock adjustment, I had it hitting right where I was looking. I can tell the tiller is off, though.  

So, any suggestions?

I'll post up some pics later.
