My pad on my bow shelf came off what can I use to glue it back on and what do most people use for a pad?

Barge cement is very popular and easy to remove when you need to replace the rest.

As David mentioned, barges is good. I just use the fuzzy side of velcro for the shelf.

Yet another vote for Barge Cement. I suggest you coat the shelf and the back of the material, let both set for a few minutes (almost dry), then put it on. You want it "tacky" or you might have adhesion problems.
