ILF riser help

So I’ll preface with 2020 sucks!  No longer have access to a wood shop and have limited tools. I want to build an ILF riser since the only thing in my price range is pretty blah and I don’t want aluminum. About the only things I’m unsure of is limb pad cutting (no table saw or bandsaw) and getting the hardware set correctly. I’m guessing that without a pretty serious investment in tools that it may be next to impossible for me to embark on this endeavor. Anybody that’s done this with basic hand tools that can give advice would be greatly appreciated. Thanks in advance.

When I first began building I struggled with cutting limb pad angles only had hand tools.  I stopped in a cabinet shop and explained my problem.  One of the workers quickly made a jig for the table saw.  Few minutes later walked out with my angles cut.  I think it was $5.  Moral check local sources seems everyone has a thing for bows.
