'cause your inserts wouldn't fit.
The idea behind footing carbons is to;
a) Strengthen the point directly behind the insert, to prevent snapping
b) To prevent the insert being forced into the carbon & splitting it along it's length.
As far as I know, Nigel (Leopard) uses the standard carbon inserts & then epoxies the footing over the outside of the shaft, flush with the end of the insert, same as I do mine.
