I watched "Fred Bear - The History of Bow and Arrows" on YT, and Fred Bear showed up his personal bow and I saw the shelf is cut off.
So what is the reason for this modification? Plus are there any pictures of the riser?

Papa Bear would cut the shelf down because he likes the arrow to be level with his hand.
