Snuffer coating comes off easy, is this normal?

So is it normal for the black coating they put on Snuffers to lightly scratch off with a fingernail?  I would think it was some kind of teflon but feels a little more painty to me.  Not a real big deal cuz I'll end up putting oil on them anyway, just thought it was odd that they'd bother if it's just going to come off.
