Interior Secretary Ken Salazar announced his top spinmeisters, Betsy Hildebrandt, who will serve as communications director and Kendra Barkoff as press secretary.  Other potential Interior appointments include Lucy Blake to be assistant secretary for land and minerals; Mike King to be director of the Bureau of Land Management; and, Anne Castle to be assistant secretary for water and science.  
Ms. Castle joined Holland & Hart LLP as a lawyer in 1981 and became a partner in 1987. She is a practitioner in water rights and water quality law, and has over twenty-five years of experience in water rights practice. She has represented a wide variety of clients in water court litigation, including adjudications of water rights, changes in water rights and plans for augmentation, and appeals. She has also represented clients in numerous water rights and water quality administrative proceedings. Her practice includes water rights conveyancing, contracts for purchase, use, and supply of water, and the evaluation and assessment of water rights. She has worked extensively with special district issues, including water, sanitation, and metropolitan districts. She has experience in water quality discharge permitting and wetlands regulation. Her clients include many different types of water users, such as small and large municipal water and wastewater treatment providers, mining companies, ski areas, real estate developers, special districts, farmers and ranchers, lenders, and operators of industrial and commercial facilities. She has been involved in obtaining recreational water rights authorized under Colorado statute.
Secretary of the Interior Ken Salazar announced that he intends to nominate Thomas Strickland for Interior Assistant Secretary for Fish and Wildlife and Parks. Strickland served as United States Attorney for the District of Colorado from 1999 through 2001.  As U.S. Attorney, he represented the United States on a broad range of public land and environmental issues.
Together with Secretary Salazar, Strickland was a founder and board member of Great Outdoors Colorado, the lottery-funded endowment for Colorado’s public parks system that was created in 1992.
From May 2007 to when he joined Interior as Chief of Staff, Strickland was executive vice president and chief legal officer of UnitedHealth Group.  Before that, he was a partner of the Hogan & Hart son law firm, serving as Managing Partner for the firm’s Colorado offices.  He was also a member of Hogan & Hart son’s executive committee and worked closely with UnitedHealth Group as outside legal counsel on a variety of issues.
From 1982 to 1984 Strickland served as director of policy for Colorado Governor Richard D. Lamb, advising the governor on all policy and intergovernmental issues.  He went on to serve and chair the Colorado Transportation Commission from 1985 to 1989.  Strickland also served as legal counsel to the Denver Metro Chamber of Commerce.
Strickland received his bachelor’s in English literature, with honors, from Louisiana State University, where he was an All-SEC Academic Football Selection.  He received his J.D., with honors, from the University of Texas School of Law.  He is a member of the Colorado, Minnesota and Texas Bars.
