Recommendation for draw-weight

Hi!
I have been reading a lot of topics and recommendations for draw-weight.
When I`m reading different websites for bowhunter outfitters they have some minimum draw-weight for hunting bear, deer etc.
And here is my questions regarding that:

1) When the minimum pound is ex. 50# is this with an old bow or a new bow?

2) Is the expected minimum draw-weight some calculation for a expected ft-lbs?
If so what would that be?

Example: My Black Douglas Super Swift 49@29 gives me 177 fps average with a 578gr. FMJ arrow
This would probably be the same ft-lb i would get with a 60@29 older bow with a Dacron string.
Is it then "legal" to use in the places with minimum draw-weight?

3) when this minimum draw-weight recommendations is with ex: 50#
Then I`m thinking what about a person who have a shorter drawlength(50@26)?
a person with longer draw-weigth will have more stored energy delivered with 50@29.
Is there still minimum 50# at any draw-length?

I get a little confused about this.
Of course every person should always shoot the bow he or she are most comfortable with but, if you go on a hunt and the outfitter ask you about your draw-weight, and you tell, he replies ooh that was light... You explain about this and that, finally you are allowed to go in to a stand but get this nagging feeling what if...(need I say more?)

4) Back to my example with the Border BD. If I then go for this minimum 60# with new modern carbon-limbs i would get some serious fps/fp-lbs but is this necessary ?

5) How many is calculating the fp-lbs?

6) And if you do that what would be the recommendation fp-lbs for hog, bear, deer ?

I have to say that you will have to talk with each outfitter or game agency to see what they mean about minimums and the requirements.  To me with a 49lb draw weight or a 50lb there is no real difference in penetration.  Most bow scales cannot read the difference in poundage that close anyway.  

As for penetration.  578 grains in a FMJ with a razor sharp broadhead at 177fps will slay any beast under 800 bs and most of them over that weight.  Focus on putting the arrow in the boiler room and practice until you can do it every time.  Then head on out there and kill yourself some meat!

I would talk to the "powers that be" and see if it is #50 at a given draw length. If it is, tell them what your bow weight and that 49 @ 29 has more power than #50 @ 28" (its true) along with the fact that it is "above average" in performance for a recurve.

In most cases it is the minimal draw weight @ your draw length.
They are looking for a minimal poundage. Hopes this helps.
