Obviously an arrow's velocity decreases with distance from the shelf.
Does a chronograph measurment reflect arrow speed immediately off the shelf, after 10yds, after 20yds, etc.... or what?

actual speed at the distance it is at - you can move it where ever you wish

Most measure a yard or two off the bow.
