Tapering tool problems

I have one of those pencil sharpener looking taper tools.  I am having trouble usin it to get a good flush fit on the shaft point end.  when I put the point on there is a gap and it isn't flush with non-tapered shaft.  What I am I doing wrong?  It is a 11/32 taper

Isn't flush with what? If you mean bare wood showing between the taper and back of point, thats not a problem. If you mean the end of the taper is bottoming out in the ferrule, just cut off the end of the taper.
