Glue?

I want to glue plastic to rubber, what glue is best? I'm trying to stiffen the rubber arrow receiver on my Kanati bow quiver so it doesn't move so much when pushing the arrow in. What about Silicone glue? (Like RTV in the military??) I figure i couple of stiff plastic pieces glued front and back on the rubber thing will do it. Anyone got a better idea?
