Bob,
You are correct regarding the
angle
of impact. However, the passage in question pertains to the point of impact, or where the arrow impacts the target as a result of the wind direction. With that respect, clay is correct. Physics is physics.

What I noticed as stated above with heavy cross wind and heavy points was point of impact marginal. Tailfeathers definitely forced downwind at impact.
