Take the bleeders out and you can use a KME, DMT, Hewlett, RADA, and and of the little pull through sharpeners,

The bleeder are replaceable but the KME with a part that will sharpen them. I have also done it on a Hewlett holding the bleeder with some needle nose pliers.

I use a kitchen knife sharpener with the plastic handle/finger guard. Cheap and fits in a pack easy.
Just one more step please!

I use a lansky or smith. remove the bleeder blade and clamp the head with the jaws of the clamp in against the center and bottom ferrule where it meets the arrow. mark the edge of the head with a marker so you know if you are makeing full contact with the stone. You can also sharpen the bleeder this way.

This bh used to be the Elk Mountain Phantom and I've used them for years.   My favorite.   I sharpen mine by blackening the cutting edge with a magic marker to outline the bevel and then use a small file to remove the black.   Pretty simple.   I don't worry about the bleeder blades but I probably should.   Sharpen them the same way if you must.

I tried everything and was really frustrated until i came across the KME a few years ago at Denton Hill. Now I get the phantoms hair popping sharp in about 5 minutes. The KME is awesome and simple to use on the phantoms.

Earl what angle do you use with the lansky? I was using  my lansky to sharpen my phantoms but i kept hitting the ferrule with the stone.

Sorry: Robert I don't think you can use the Lansky. The Smith's stone guide sits in a little farther and it just clears the ferrule. Sorry for the confusion.

I use a KME.  The stainless on the Phantoms is pretty hard.  It takes a little bit of work to get the factory edge knocked down to the the KME angle, but once you are there the KME can put a frightening edge on them.
