Unknown stringer

I have just been given a bow stringer, but it is not like anything that I have come across on the forum. (I am very new to archery).
It is a length of string that runs through two holes in a metal handle. On each end of the string there is a metal hook, one of which also has a pulley wheel attached.
How do you use these things, and are they safe/recommended?

Red... sounds like what you were given is a stringer for older model compound bows. Don't know of anything like that for trad bows.

It won't do you any good.

Yep, its an old compound bow stringer. Back when they used the double teardrop cables. You could catch the"claws" on one side of the teardrop and slip the new string on. Then slip the old string off the other teardrop. Definitely not traditional gear.
