Hope that makes sense. Basically I have a buddy who is looking at getting a bow to start shooting trad w/ me. It's 62" 43# @ 30 draw. If his draw is 28, can you mess with the brace or even length of string to increase the poundage @ 28"?

No.
If it is 43#@30" it will be about 39# at 28". Playing with the brace height will make it feel different - you have to pull 39# in the last 20" instead of the last 18" or 22" but it doesn't change the final outcome. The bow itself may shoot more efficiently at a low brace height so you get better return on that 39#.

The one thing that brace height can do is if you shoot at a low brace height it will improve performance as the arrow is on the string longer getting more of the bow's stored energy. But there is a limit as to how low you can go with the brace height. One additional thought, if the brace height is low it makes the bow more critical as the string is in contact longer thus allowing for more hand movement.

If it is too low you get more string and limb vibration (noise).

No, the bow will still be ~37# @ 28".
You could possibly go to a skinny string and pick some efficiencey that could equate to an ~2# increase.
