Wyoming Antelope Hunting near Newcastle

Guys- I'm looking at putting in for a unit up near Newcastle. A guy I work with told me that last winter was pretty rough on the lopes in the NE and NW corner of the states. Can I still expect decent hunting in this area?
If not, I'm looking at two other units near Casper. Since I don't have any preference points I'm concentrating on units that are high draw odds, good public land amount and access, and good chances at an animal.

Gobs of them in my part of the state, and I would imagine the Newcastle area would be OK, too.

My only fear was what I'd heard about the winters being harsh on them last year in that area. So, I was going to stay away from any units near there if that was true.
