question about arrow tuning

I have a dozen chundoo arrows that are a little too weak. I can't cut them down any and I would rather not go down in point weight. I shoot a centershot recurve. that being said would it be possible to build my side plate out a little bit until they shoot good, or is that not going to work very well. It makes sense to me that it would work, but maybe I am wrong

Absolutely! Check OL Adcock's website for A&H bows and find the tuning page. It explains that well.

Shaft too weak, then shim out sideplate till it flies well. Easiest way is to have a pair of fletched and pair of bare shaft to compare impact points.

My Morrison is 3/16 PAST center and I have to shoot 80# arrows outa that sucker with 48# limbs! That is with an inch overhang (cut 29 for bh clearance for 28" draw.)

I believe it will work, but haved never had occasion to try it.  According to the tuning guide of bowmaker.net, you are correct.

Try increasing your brace ht.

I think decreasing brace height may make them shoot a little stiffer, as I have found increasing brace height makes arrows shoot a little weaker, but it probably depends on your setup-

That should work, but one thing to think about, any arrows you have currently may shoot stiff after you shim out your sideplate.
