Yah! X-Acto the bulk of it, then take some emery cloth ( sand paper ) to work the rest down so you don't cut into the wood. Done it with hardwood, and lately a coupla cedars.
The older I get, the better I was.

I use the Zip Strip tool and a great deal of caution.

In the future, try using fletch tape.  If you need to replace some feathers you won't have to use anything but a fingernail!  (at least with the tru-oil that I use)

I pull as much off by hand as possible then use a small, fine cut file to remove any remaining quill and glue.

Jay..i take a razor blade and cut as much as the glue and quill off as possible..then i take some fine sandpaper and sand it down smooth.. sometimes i just fletch from there..or if i really get ambitious i'll add another coat of sealer before fletching..fletch tape is usually a peice of cake... like superk said..just peel off the old tape and fletch..and refletch...

“instinctive archery” is more like playing the violin. Without practice you may remember the mechanics, but you will not be a virtuoso.

The Price is Right for the DeBonder! How Does it Work? Just Hose the Quill and Wait?

I soak the fletched end of the arrow in acetone. Once the fletching comes off I lightly remove any remaining fletch with fine steel wool soaked in acetone. This process will require a new nock and redipping before you refletch, but my arrows come out looking like new.

I use a hair dryer for a few seconds on the feathers, and I can then peel them off.

sharp knife to remove the feather, then a Dremel power tool and a 1/4" tapered grinding stone to remove or smooth out the membrain from the shaft.  Any arrows I wish to re-fletch have NO quill attached to the feathers. It's always the weak point of the fletch so I often remove it when using full length feathers.
make em pretty and shoot em straight.
