Help with KME

I recently bought the KME knife sharpener, with the great reviews and recommendations I thought it was the answer to my sharpening problems....

Needless to say I can't get a thing sharp, I've been at it for a week and not much progress. I know it's ME and not the system.  I'll tell you my steps and hopefully someone can shine some light on me.

I begin with the course stone and "scrub" the blade until I have set the bevel and a burr on the opposite side, I turn the blade over and repeat the process. I then hone the edge swiping from heel to toe using lighter and lighter pressure, then I flip the blade over and repeat. Towards the end I swipe once then flip over. I should be shaving sharp with that step, but I am NOT.  

If someone can shine some light on me, please do because I know it's me but I just don't know what I'm doing wrong
