I can see a person justifying to themselves to pay for 1-3 years but it sounds like you have as big a chance to win the lottery as get picked for a hunt in Utah, or is that for just some highly restricted areas? I don't see what would motivate someone to pay year after year without much hope of being drawn.
This is moving towards being relocated to the Political thread but my take is that just like many other aspects of government politicians feel that their job description is based on how many programs/policies they can create which means a never ending need for increased funding. That's why we see more States raising rates and allowing things like lotteries and casino gambling and every other kind of scheme they can think of to bring more money into the public coffers. But how much they bring in doesn't matter because as soon as they bring in more they create another program that requires more money. I'd like to see the Game Commission's budget to see if they are trying to cover a shortfall due to decreased sales or create a boost in spending revenue.

For most working guys their ONLY chance of ever going on a hunt for BIG elk, mulies, bighorn sheep, mountain goats, free range bison etc. is(was) applying for one of these hunts, yes the odds are very low, but for many it was worth $5 a year, just to dream about one of these hunts.
My guess is that even with fewer nr's applying there will be a 1000% increase in revenue from this area. I'd be surprised if they need that to cover a shortfall.
