when you trad shooters build a arrow and say I have a 150 gr. point does this include the insert in the weight

No the insert doesn't count. I think most standard aluminum inserts weigh around 15 grains. You can use weight systems that screw into the back of the insert,and some use brass inserts that weigh 50 to 100 grains,so you have options.

No a 150 grain point is just that with the insert being extra. Example 125 grain point with 100 grain insert for a total of 225 grs up front.

Not quite.  Some points are sold with adaptors already in them, and others you need to add the adaptor.  Adaptors and inserts are not the same.  Inserts are brass or aluminum threaded tubes that fit inside the arrow shaft to accept screw in adaptors and add weight to the arrow.  Adaptors may be made out of aluminum, steel or titanium and vary in weight from 20 to 125 grains.

For example, a standard glue on Woodsman is 125 grains.  An aluminum adaptor can be 15-25 grains depending on length.  You can buy the components separately; sometimes the points are sold with the adaptors installed so the stated weight is obviously heavier. They screw into the insert in the shaft, which may be a 15-20 grain aluminum insert, or a 50,75 or 100 grain or heavier brass insert.
