imo: Sage Sammick is the best economy bow out there. Everyone i introduce to trad archery, they end up getting it. Not a bad looking bow, great shooter, very quiet in my experience. You can get one shipped to your door off of the big online auction(e-b-a-y) for around $140.

Bear grizzly is a good solid bow and the used market is full of them not my personal favorite but a solid workhorse for the money.

Yep, the Samick Sage is a great bow for the money if you want a new bow. Get a good Flemish twist string with it.
OR, a good used bow is a fine choice too. Many out there within your budget.
Good luck and safe shooting.

Red Wing Hunter. Bear Kodiak Hunter. Browning Cobra II. Ben Pearson Hunter. Shakespeare Super Necedah X-30 or X-32
All great bows that can be had for less than $150 and will keep up with most any traditional bow.
Even something like a Browning Wasp (s/b $100 or less) is a terrific hunting bow and doesn't take a back seat to many $1,200 bows with Dacron strings.

What weight are you looking for and what is his draw length? Info like that will help get a bow that would be a good starter bow. Have several that might fit the bill if you're interested, pm me for models and prices if interested.

I picked up a used Herters recurve in EXCELLENT condition for $125 on Craigslist, and that's what my buddy is using to get into traditional shooting. There's some good stuff to be found in the used market if one can keep from being on the losing end of the deal.
