I taper my own, free hand, on a belt sander. It takes less than five minutes for a dozen and allows precise control of spine. For raw shafts, Wapiti has the best cedar but check out other woods also, like fir and spruce.

I will have to get my next shafts from Wapiti. I recently ordered my last two dozen tapered cedars from a major trad supplier. I won't post the business name here as I didn't contact them with my complaint and provide an opportunity to make it right, so, I don't think that would be fair to them. 6 of the shafts were unusable. I found that odd as I have always had most excellent service and products from them.
Get bamboo.
