To answer your last question first, 'kind of'. I like to start with an overall arrow weight in mind. For me it's about 11-12 grains per pound of draw weight, but a lot of folks like arrows in the 9-10 gpp range.
Regardless, with that target weight, I load the front as much as i can to achieve that overall arrow weight and still get good arrow flight. My carbon arrows usually end up in the 18-22% FOC range. Some folks like even more than that, but I consider it plenty.
Some, of course, don't strive for FOC at all. Whatever floats your boat. Good luck.
