Do you mean that the tape adhesive has crystalized?
On the areas where the tape adhesive is "crystalized" you can use 600 grit WETTED sandpaper (or better yet, 1200 grit emery paper) to abrade the residue away.
Take a few LIGHT strokes over the area affected, dry the limb off, and check your progression. With care, you should be able to remove all the remaining glue residue, with little to no damage to the finish.
Remember to take only a few strokes on the limb, and then dry it off and check it.
I have done this for rifle stocks that fellows have camo taped, without having to refinish.
