Say an arrow is perfectly tuned for a bow at a 28 inch draw length. Said perfectly tuned arrow is then shot from the same bow but only drawn to 25 inches. Is the arrow now too weak or too stiff?
I think too weak but can't wrap my small brain around it.

to stiff. Three inches less powerstroke will reduce stored energy a bunch.

Once tuned for a specific bow, extra shaft length is not a bad thing unless it messed up your hold for gap shooting.

I know. This is just theoretical. I'm just wondering if when you take a tuned arrow for a certain draw length for a certain bow, and then short draw that same bow with that same arrow, if it makes the arrow too weak or too stiff. I was given the answer of too stiff, and I was then wondering if the extra arrow hanging off the shelf (when short drawing) would have any effect on weakening the dynamic spine of the arrow.
And now I'm confusing myself.

Look at it this way. If the bow is 45@28 and 40 @25, the extra makes it "weaker" but not nearly weaker enough. The arrow is tuned for a 45lb bo, not a 40# bow.
