Applying as a nonresident in NM?

I've been looking into NM for elk and mule deer and am realizing why nobody talks much about it. Only 6% of the draw is nonresidents

Elk and deer numbers aren't the best unless you get a very few select units. Many units rifle success rates are lower than other states archery success rates

Ive drawn twice in unit 16b. Very challenging and helps if you have horses. I would love to go back.

Its been about 10 years but Unit 52 had some elk. Not sure about Mule Deer. Your chances are better if you draw through an outfitter. PM me if you are interested.
